Birch Catkin Bug?
A Seed Bug, perhaps
Kleidocerys resedae geminatus
.
Cedar Creek

Confirmed.
Dr. Jane O'Donnell, a true authority on these insects, suggests it is most likely Kleidocerys resedae. Way to go!
