Paper wasp - Polistes metricus
Richmond, Fort Bend County, Texas, USA

Looks similar to but not the same as the Polistes I used to see in my Pennsylvania garden. But I've learned not to assume that similarity in appearance means same species... In any case, these appear to be quite common around here.
