fly in the Syrphidae family I believe but what genus and species? - Ocyptamus fuscipennis

Size: about 12mm long
A friend told me it is a fly in the Syrphidae family. Looking through bug guide I wonder if it is in the Ocyptamus genus. I believe it is male based on the eyes.
