Copestylum marginatum group.
Usually identifying to Copestylum marginatum group is easy because of the most unusual arista on a very long third antennal segment. In this image the arista is obscuring the third antennal segment and consequently it is not so obvious. However the reddish base of the third antennal segment can be seen and in a zoomed image parts of third antennal segment can just about be made out. The long black visible part is the arista. The ginger/orange hind metatarsus and lack of strong black markings on the wing and the bright white spots directly above the scutellum make me certain this is Copestylum marginatum group. Hairs on tergite 4 are not visible to go beyond this point.

I think Copestylum is quite likely...
...but I'll let Bill Dean tell us where to take it from there. :)
