Hind coxae look black but the colour of the halteres can`t be seen.
Maybe Chalcosyrphus vecors?

 
No - the hind coxae are black
No - the hind coxae are black here but orange in C. vecors (http://www.canacoll.org/Diptera/Staff/Skevington/Syrphidae/Chalcosyrphus/Chalcosyrphus1.jpg). Also not C. satanica which has the orange on the hind femur much further towards the knee:

(the other black/orange legged species is C. plesia but it is an eastern species)
