Unusual wing veins.

After you pointed out the wing venation I noticed that a fly Joel Gibson recently reported for Galiano has a similar appearance.

perhaps this photo doesn't provide enough to go on, but I thought I would throw that out there.

 
Something else
I think it's something else. Clinocera has a narrow wing, for example.

I was tempted to place it in the Empidoidea but there are a few other Orthorrhapha it reminds me of too.

Have you tried to use a key in Manual of Nearctic Diptera?

Hi John, Thanks for your commentary. I'm embarrassed to have thrown something out there with such little knowledge of Diptera. One day I should hope to get around to it! I am actually pursuing my graduate work on Bombus, so you never know.
