Most oak galls are caused by cynipid wasps; most other galls are caused by cecidomyiid midges (flies). However, these fingerlike ones on black cherry leaves are caused by mites.

... are called galls. Most galls are formed by members of the Hymenoptera family Cynipidae, but other groups can form them as well, including flies and mites. I'm no expert, but I suspect flies are involved in your case.
