Mating flies - Penthetria heteroptera

Size: 8 mm body length each
Any ID on these two flies? Do most insects mate in the fall? It is starting to get cold here and there are only a few days now that the temperature reaches 20 Celsius. It kind of surprises me that they are mating so close to the cold weather.
