Aphis nasturtii
Here is the logic:
http://www.aphidsonworldsplants.info/C_HOSTS_Obe_Par.htm#Oenothera

1. PT/ base = 2, 2
2. Tubercles undeveloped, 3.
3. Cauda longer than wide, 4 hairs, 5.
5. Cauda longer than wide, antenna segment III without rhinaria, 6.
6. Siphunculi / cauda = 2.2, 4 hairs on cauda, cauda pale, 7
7. Siphunculi dark tipped, R IV+V 0.131 mm long, cauda with 4 hairs, appears to be two on the R IV + V, 11.
11. PT/ Base = 2 , 4 hairs on cauda, 12.
12. PT/base = 2. R IV + V / HT II = 1.31, this is tough, appears to go to 13 though.
13. Siphinculi pale except at apices. That should make it Aphis nasturtii, although it is close for Aphis oestlundi
