was it moving?
If so, then probably a mite as it appears to be symmetrical. A microscope slide mount and high magnification would be needed to ID further.

BTW: where was this found? There is no "Clark County" in California.

Maybe it is
It resembles a small mite, but the white fluffy hairs are not very leg-like. Additionally, the photo's blurriness makes it troublesome to discern features.

Some plants have fluffy seeds - dandelion is the most obvious example, but there are plenty of others.
