Along Colorado River at Lee's Ferry, Coconino County, Arizona, USA

Size: 3mm, grid = 1mm
I am an aquatic ecologist working on the Colorado in and around Grand Canyon. We employ various sample methods, and the attached insect came from a light trap placed along the banks of the river. I am embarrassed to say it, but I cannot get an ID on this guy. any help is appreciated! As you can see, no real mouthparts, few segmented tarsi, reduced/raptorial front legs, reduced hind wings, etc.

Looked through male scales
but couldn't find any with those arms :(
Will think on it some more

Maybe something like Margarodidae? I don't know if any others can have those stabby front legs.
