Very tiny beetle - Microtechnites bractatus

Very tiny beetle - Microtechnites bractatus
Portland, Cumberland County, Maine, USA
September 22, 2007
Size: 1/16 - 1/8 inch maybe
This is a tiny part of a photograph of bumblebees in the grass. I noticed this tiny tiny bug or beetle when I looked at the photo later. It looks as if it is a black or dark blue body speckled with gold, with gold specks on feet as well.

I know it's a lousy, unclear picture, but....any clues?

What about Halticus bractatus - Garden fleahopper
in the guide here

Thanks!
