Females are difficult to ID
Can rule out the varicornis group as there would be a dark strip down the top of the abdomen; can rule out the rileyi group as there would be scattered white marks on the abdomen instead of rows of marks; can rule out the niveus group as there would be large white marks on the abdomen instead of small dashes.

So this is in the nigricornis group. Can rule out Oecanthus pini as there would be rust on the head and pronotum; can rule out O. laricis as there would be deep brown on the head and pronotum; can rule out O. walkeri as the antennae would be darker and the first two segments would be white.

Neither Oecanthus forbesi or nigricornis have been documented beyond Missouri.

Therefore, this female is either O. argentinus, celerinictus or quadripunctatus.

She looks too green to me for O. quadripunctatus……leaving only O. argentinus or O. celerinictus. There are no photos of nymphs for O. celerinictus in the guide, so cannot make any comparisons.
