Looks like Graphocephala versuta. Apparently a very variable species, from subdued to garish, that has recently been showing up in the Northeast. It is the smallest leafhopper I have seen, about 4 mm.

Actually not so very variable; a "garish" photo is probably color shifted, and can be corrected easily in PhotoShop. This particular shot looks overexposed.
