Interestingly, the Info page for O. nigra in the "See Also" section says this species doesn't occur west of Texas. Maybe that page needs to be updated?

Oligotoma saundersii (Westwood, 1837)
This is likely to be
Oligotoma saundersii
which is similar to the black webspinner
Oligotoma nigra
but a bit lighter in color and with a yellowish tinge especially near the joints on the legs. Both are introduced species in the US.
