This clearer, but a little dark image, appears to be a mymarid? The wing venation is easy to see in this one.

Eucoiline Wasp (Figitidae)
This definitely a eucoiline Figitidae. It appears to be a species of Ganaspis or Hexacola; there is not enough resolution in the image to make a definitive determination.
