This white mass is on Acanthocephala femorata. I had dismissed it, but just found an almost identical mass in the same location over the hind femur, on another specimen 11 days later in the prior year.

Not A. femorata in PA
Looks like a male Euthochtha galeator. Males have a cream colored flap on the side of the thorax. Here's another:


 
I'm wrong again
Thanks for the education. I have misidentified a subset of E. galeator for some time. The flap is fascinating.
