Yes, this is this sawfly pupa. Sawfly pupae that I've seen are usually wrapped in a wiry cocoon.
Found on a Desmoidum leaf in this rearing:

where the other pupae were in wiry cocoons.

Seems to be...
There's a photo of an argid sawfly pupa in the introduction of my leafminer book, and it's pretty similar to this.
