Just guessing, but could it be a female Autumn Meadowhawk? FWIW, this was found near the harbor/ocean.

Sympetrum
It's a female Sympetrum. Legs are too dark and the black triangles are too big for Autumn Meadowhawk. Can't say between Ruby and Cherry-faced, don't think the face is white enough for White-faced.
