I can't distinguish between the two genera, but maybe there is enough here to allow someone more knowledgeable to ID it...

Ectoedemia
This is an Ectoedemia. The best character is the collar, not very obvious in this photo. In most Stigmella's this is a distinct structure composed of lamellar scales, see BugGuide photos. In Ectoedemia and other genera small, and comprising hairscales. Other signs that it may be Ectoedemia (none of which is absolute): a fascia right in the middle of fw (further distal in most S.), a distinct fringe line and pale silver fringes (also occurs in some Stigmella).
