Egg sac, cocoon, something else?

Egg sac, cocoon, something else?
Greenville, New Castle County, Delaware, USA
February 21, 2018
I'm not even sure this belongs on bugguide, so any thoughts would be appreciated. I'd just like a general idea of what this is. Found under a rock on bank of a small stream. Material under rock was damp but no standing water.
