Could it be a young Draeculac
Could it be a young Draeculacephala minerva ? ( This is the only Sharpshooter I've been able to find with green eyes.)

its more than likely Draeculacephala (not sure any species in this genus is identifiable by nymph), but I'm not familiar with the Arizona fauna and there could be other similar groups.
