This is Oulema cornuta. The head is distinctly bituberculate (although difficult to see in the photo) and the leg color matches the species description well.

I'm dating myself here with nomenclature from the eighties!

Lema
acctually looks very much like the Europian L. melanopus, except that in this one here the tibiae are black.
