Have been calling this Enallagma doubledayi because of strong occipital bar and the cerci seem to fit (though it might be hard to see). Its also in east Texas but still...

Agree with your ID - Enallagma doubledayi
The cerci aren't totally in focus but, in my opinion, are clear enough to rule out Enallagma civile.
Note the comments by Martin Reid about the "pinched in" black spike on abdominal segment 6.
