Sorry for the poor image quality but this is one small 'bug' that would not stay still. This required an extreme crop of 86%. I have only seen one of these once before but I found again today on a patch of London Rocket (Sisymbrium irio). Is that it's eyes on the side of it's body? Would appreciate an ID, please.

I suspect that Yurika nailed it. There are a couple of similar species, though, so moving to genus for the hopper experts.

Maybe this one?

I'm probably way off...
...but this looks a lot like the nymph of a creeping water bug in the family Naucoridae to me.

 
Bug
I don't know of this makes any difference but it was found in an uncultivated, very dry, empty lot. No standing water for over a mile in any direction.
