bedbug?

bedbug?
Albuquerque, Bernalillo County, New Mexico, USA
March 27, 2018
Size: 3-4mm
6 legs and antennae. 100's of them are all over my recycle trash bin outside. What are they? I sprayed pesticide all over them last night, but none of them died. Also, there are 2 dark raised horns on each side of its lower back near it's butt. They don't move very fast or much at all. They also have hairy legs.
