If Syrphus, then possibly S. knabi? It does seem pretty close to fitting this description:
"Syrphus knabi has the lower frons shining yellow and yellow stripe at sides of dorsum (Sometimes more obvious than other times.) Basal metatarsus orange. Two small black dots above antennae."

While admittedly difficult to see the colour of the basal metatarsus, it does seem lighter than the lower ones.

Syrphus knabi female has the
Syrphus knabi female has the lower frons more extensively shining yellow and with isolated black spots above the antennae and the hind femur yellow with a black central band. The mostly black femur would make me think this was vitripennis but would need to check microtrichiae.
Safe in Syrphus.
