From the stripes on the side of the thorax it looks like a fresh-out-of-the-larval-skin Darner. Maybe Tony will be able to tell you more. Check out his guide here.

 
The ultimate definition of teneral
I agree, this ode is less than 30 mins emerged. If you go back to the site you should be able to find the exuviae within a few inches of where you photographed this ode. Should be able to get a positive id from it.
Because of the early date and the double thoracic stripes I would guess Sprintime Darner.
