Not many images of newly hatched cicadas
to compare with. Here's one, but it's a periodical.

Seems rather Hemipteran like
Clearly a member of hexapoda, and that head shape seems very True Bug like. As well as the "Proboscis?"

I also thought the front legs looked "cicada-like".

 
early instar cicada makes
much more sense than my suggestion. There's a series of photos of a first instar periodic cicada here. I never would have guessed that those antennae belonged to a cicada and the long setae on the body were a surprise too.
