This organism was hanging from the twig of a young tree. It was covered with white and yellow spikes. Looking at the back of it, it resembled a large (possibly winged?) beetle but it could also have been a chrysalis/cocoon? Found in Appalachian woodland/mountains N. Virginia.

To my untrained eye, it most closely resembled this:

I tried to google it but could find very little....was the insect already dead when the fungus grew on it or did the fungus kill it? Is there a link the the life cycle of this fungus?

 
Yes
They looks very similar. This pathogen most likely kills them.
