I can see why ...
... you thought this might be an Elasmus, but the bulging mesopleuron suggests this is an encyrtid, which, like the Eulophidae, has a few genera with branched antenna in the male. The elongate marginal vein makes me think this is either Charitopus or Neocharitopus.

This is likely NOT an encyrtid, but rather something from the family Tanaostigmatidae.

After a little more investigation ...
... this appears to be a member of the genus Tanaostigmodes. Unfortunately, the best key for this genus is based on females, and this is a male.
