Heard back from Mockford
You have not only added a species but a genus as well! Mockford says this is Cuneopalpus cyanops (Rostock). He says note the blue eyes.

OK, I'm going to stick my neck out ...
and make a guess. The wing venation looks like Reuterella helvimacula, however this specimen exhibits some differences from Fig. 270 in Mockford's book. This species is in the family Elipsocidae.
