Size: 3mm
Dorsal view, 3mm nose to butt. An entomologist friend ID'd it as a Meniscus midge - Dixidae

Meniscus Midge
Based on the wing veins, the family is Dixidae.
I'm not sure of the genus or gender. (...probably a female)
