This looks to me like it belongs in the braconid subfamily Meteorinae.

Confused
BugGuide places examples of Meteorus within Euphorinae. Is that an error? The Essig Museum of Entomology at Berkeley places Meteorus within Meteorinae.
After a quick web search I got the impression that this is still being sorted out and that Meteorinae might be best treated as a tribe within Euphorinae. What is the curent view?

Closer to 4mm
I miscalculated because the stitches in the sheet behind the subject are spaced closer together horizontally than vertically.
