Looks like it might be a subi
Looks like it might be a subimago mayfly: the last growth stage before the mayfly moults into its full adult form. Full adults have clear wings. There are over 600 species of mayfly in North America, though, so if that's what this is, you'll have to wait for someone better than me to tell you which species this is. Welcome to bugguide!
