I thought this might be a Pimpla species but I couldn't find any whose hind tibia was half-orange (proximally) and half-black (distally), so I don't know what it might be.

The plant it was on? Black locust by any chance?
I just noticed your sawfly looks similar to my find...

 
Thanks, but it was herbaceous.
I think it was on tufted loosestrife (Lysimachia thyrsiflora) in an extensive marshy area beside a lake. Black locust doesn't reach the Yukon.

Looks closest to a Tenthredo species but not exactly like any currently in the Guide. I'll keep looking.
The added shot shows a white spot on its neck that's hidden in this pic.
