On rose blossom. Pretty sure this is a Melangyna species. BugGuide has quite a few of them not identified beyond genus.

I`m glad you separated them as this is a female and the other was a male. In the U.K. this species tends to have yellow spots in front of the scutellum but not invariably. The male has the frons totally yellow but with a thin back projection here.

I changed the sex to male hav
I changed the sex to male having looked at the second image but looking again at this one, although not clear, the frons looks different, eyes perhaps separated and with a central black line with a club as in females. The abdomen looks broader in this one too. Could these be two separate individuals, one male,one female. This one being a female as I originally thought.

 
There was only one individual present
as far as I remember. Maybe it's the angle?

The male has the frons totally yellow/white or at most the upper third darkened. This clearly has a central stripe with club almost to antennae. I have sent it to Martin.

 
This is the second shot
of only 2 photos I took within a few seconds. It's possible one fly left and another appeared without me noticing.

I think this is Meligramma gu
I think this is Meligramma guttata... female.
Meligramma is generally considered a subgenus of Melangyna in Europe but some would give Meligramma genus status in North America.

The yellow stripe at side of thorax; yellow/white on the frons; tergite 1 yellow/white at side margins; markings on tergite 2 small and triangular; face yellow/white; scutellum yellow.

BugGuide has a page for Meligramma but no images yet, so I've made a place for guttata.

 
Taking a second look at sex.
Taking a second look at sex. The fronds looks different in both specimens. Is it possible these are two separate individuals, one male, one female.

this one is a female..... the species I seems to be correct, but I have seen very few specimens of this genus in the US...
