my gut feeling
is a chironomid but who knows...

 
I perused around to see what
I perused around to see what I could find and the only one that looked anything like mine were the green ones and they aren't supposed to be in my area.

 
John has narrowed it down
to subfamily Chironominae, so that helps.
If you start browsing here there's lots of nested subgroups to look through...
