White "Waisted" Winged Creature on Cliff

A few of these were flying and walking on this cliff on the western shore of the Chesapeake Bay. While I did not measure the creature it was very small; the white objects in the photo are grains of sand.

I am not even sure if this is a fly or a bee. The white waist definitely seems to be part of the creature in all of the pictures, rather than just the cliff showing through clear wings. Any idea what it is?

This is an acalyptrate fly. My best guess is family Sphaeroceridae.
