Plant looks like Hypericum perforatum...

 
Eliminated
Subgenus Arctolina and Chrysolina are eliminated by the stippling pattern on elytra. Subgenus Chalcoidea have orange on elytra. This would leave Hypericia and Allohypericia.

Chrysolina quadrigemina - Klamath Weed Beetle seems like a good match and is within range. None of the Allohypericia seem a good fit.
