I think I got it
I think this is Rhinocapsus vanduzeei See: https://bugguide.net/node/view/241502 where it's states "Clypeus, jugum, and lorum black; A2 pale on basal half, black on apical half; femora spotted with black". The black femoral spots are clearly visible as well as the black clypeus, which are not so in the very similar R. rubricans: https://bugguide.net/node/view/241501
