Not Conioscinella
Hmmm - this is a very interesting chloropid. It is not Conioscinella zetterstedti (one of the few brachypterous species). In Manitoba there are two brachypterous chloropids: one is C. zetterstedti, one is Lasiosina canadensis (which also has a form with normal wings). This might be the latter but I am unfamiliar with the genus.
