Braggia deserticola
Here is the key: http://www.aphidsonworldsplants.info/C_HOSTS_Epa_Exo.htm#Eriogonum

1. very short cauda, 2.
2. PT/Base =1.3, 3.
3. Don't see unusually thick dorsal hairs, 5.
5. Longest dorsal abdomen hairs seem about 16 um, and basal width of antenna segment III seems to be 19um. I got two measurements of cauda length but both are less than width. Braggia deserticola description seems to match as well.

Was confirmed on iNaturalist.
