Yes, this is a Dolichovespula arenaria nest that has been parasitized by D. arctica (on right). Great observation!

I don't think that's a bald-faced hornet.
I suspect this is a parasitic yellowjacket (Dolichovespula arctica) and its host (possibly D. arenaria). See this article for more information.
