Wasp with long, straight ovipositor - female

Wasp with long, straight ovipositor - Female
Mission Trails Regional Park, San Diego County, California, USA
June 9, 2018
Size: about 2 mm
This wasp appeared in a container with broom baccharis galls, so I assume it's a gall wasp, but I can't be sure that it came out of one of the galls. Would a gall wasp need such a long ovipositor? Or maybe it's a parasitoid.

Torymid…
