Found the dragonfly at rest just above larvae. Flew away about 10 minutes later.

I think the dragonfly came out of that larva, not that they are separate organisms.

Widow Skimmer
I think this is a very teneral Widow Skimmer, Libellula luctuosa. The dark bases of the wings will darken up as it matures but you can already see the shadow of them.
