Size: ~3mm.
Saw this tiny guy on Argyranthemum frutescens in our garden. (live oak/chaparral habitat).

Meoneura
Congratulations, the first pictures of a carnid on Bugguide! Characteristic for the genus are the crossveins of the wing, which are close to the wing base and close to each other (better seen on other image). Otherwise pretty inconspicuous, tiny black flies. Most seem to develop in decaying organic matter such as dung, carrion, bird nests etc. Species cannot be identified based on photographs.

Not an expert I.D...
Looks like it belongs somewhere in Tephritoidea. Maybe in Lonchaeidae. Could be freshly emerged, sort of looks like the ptilinum is still somewhat inflated? Hopefully, I haven't led you on a wild goose chase and sorry if I have.
