Might be worth considering Kymachrysa intacta. I can't quite see the wing venation (for sinuate longitudinal veins), but the double red lines (neither a single broad red stripe nor with the lower stripe darker) and the small, red spots down the body are typical. By any chance were there any additional photos of the wings?

Gary, I am not a lace wing expert at all but if I had to make an educated guess I would say Chrysopa spp. It looks like what I knew as a kid as the "golden eyed lace wing"
