Identified by my torymid contact, who points out that the remark about these small species all attacking cynipids is incorrect, as some, including this species, attack cecidomyiid gall makers.

Correct
If not the same species, at least a member of the same genus of a very close one. Torymus and Syntomaspis are extremely alike, needing a strong lens to be told apart for sure.
All these small Chalcid Wasps parasitize Cynipid Wasps. They lay inside already hard galls, hence the protruding ovipositor of females.

These little guys are a challenge. I've taken to laying the white sheet for the black light on the ground, rather than hanging it vertically. Although I think it attracts fewer bugs, at least the sheet doesn't move with every little breeze, & I can lie on the ground to carefully focus on these little guys.

Interesting!
I was using black lights for a while, just mounted next to my open bathroom window. A very convenient method, I thought. The plan would be to come in, shutting the door behind me and closing the window, and then I would track them down at my leisure.
I ran into many problems however, plus moths don't seem to get much attention here, so I gave it up in favor of daytime insect photography.
