Not sure the exact species? Does anyone know if this is an adult, male or female? Found at a pond in Blackbird State Forest in Delaware in Mid-April. Maybe a yellow-legged meadowhawk?

Yes, I agree. We are seeing these in my neck of the woods. This is the female coloration, which includes immature males. I haven't seen any males yet this year; they are blue as the common name says.
